Clean the green leeks properly and remove the roots and the bulk of the green stalk. Chop in half lengthways then into half-inch pieces. Place in a deep frying pan and submerge with cold water, then cook over a medium heat for about twenty minutes or until tender.
Strain the leeks and transfer in a large mixing bowl with the minced beef, eggs, crumbs, dill, parsley and spice and season liberally with seasoning. Combine completely using your palms then form a couple of spoonfuls into a croquette, pressing a slightly. Place on a tray and repeat for the rest of the ingredients.
Preheat cooking oil in a skillet to a depth of about ¾ inch over a moderate heat. When the oil is sizzling, brown the fritters in small groups until crispy on each side. (Avoid overcrowding the skillet as this drops the heat of the cooking oil.) Transfer the cooked croquettes to a tray topped with absorbent paper and permit to cool.

With your fingers, form the mixture into oval shapes somewhat larger than a nut but less bulky than an large egg, and put them on a plate lined with parchment paper. Cover and chill for at least 1 hour.
In a wide pan over medium flame, warm olive oil to a depth of about half an inch. Brown the croquettes a handful for 2–3 minutes on both sides, turning so they are golden brown everywhere, then place on kitchen roll.
Serve with lemon wedges.
